What this guideline means

If your app is structured around creators publishing to an audience, rather than peer-to-peer social posting, the same content-moderation and reporting requirements from 1.2 still apply to whatever those creators publish.

Why apps actually get flagged

Creator or influencer platform apps sometimes assume that because content comes from a small number of vetted creators rather than the general public, moderation tooling isn't needed — Apple treats it the same either way.
