Apps offering real-money wagering — sports betting, casino games, lotteries, daily fantasy sports with cash prizes — are restricted to a Google-approved list of countries and require the developer to hold a valid local license before the app is made available.
A common cause is submitting a real-money gambling app targeting a country not on Google's approved list, or launching before the required regional gambling license documentation is on file with Google.
"Your app allows real-money gambling in a country where this is not currently supported by Google Play, or without the required local licensing documentation, per the Gambling policy."
