What this guideline means

Submitting multiple apps with trivial differences, or an app whose primary purpose is redirecting to another app/website rather than providing standalone value, is treated as spam regardless of how it was built.

Why apps actually get flagged

Common with template-based app factories that publish dozens of near-identical apps differing only in icon and color scheme.

"Your app is one of a series of apps with a similar name, icon, or content, and appears to be spam, per Google Play's Spam policy."
